Measuring Behavioral Health Spending
Mental illness and substance use disorders have a significant impact on the productivity, morbidity, and mortality of the U.S. population. Historically, financial barriers (including limited insurance coverage) hindered treatment access; recent mental health parity and health reform legislation will alter the future and create new opportunities and challenges.
Truven Health brings together expertise in Mental Health and Substance Abuse issues, financing mechanisms, and analytics to develop insight to the evolving financial challenges in delivering Mental Health and Substance Abuse treatment.
Our investment in a wide variety of data sources has facilitated the development, analysis, and publication of 20 years of spending estimates for providers and payers, creation of integrated data systems that link key behavioral health information from mental health and substance abuse agencies in several states with Medicaid claims to facilitate the provision of services and program evaluation, and development and pilot testing of substance abuse performance measures to promote efficiency.
Under contract with Substance Abuse and Mental Health Services Administration (SAMHSA), our team of researchers and actuaries develops national spending estimates for the treatment of mental and substance use disorders. Reports track important national trends, projections, and state-level financing of these conditions.

Under a new contract with the SAMHSA, our analytic team is studying implications of healthcare reform for behavioral health services. Our technical assistance team is disseminating information to help states and other stakeholders plan for the future under the Medicaid expansion and state Affordable Insurance Exchanges.
Improving health delivery is at the heart of efforts to increase the value received from healthcare spending. Our Behavioral Health and Quality team has the technical expertise and analytic skills to support quality improvement initiatives at the local, state, and federal levels by:
Developing methods for expressing clinical recommendations as structured, coded logic statements that facilitate clinician transition to evidence-based care
Evaluating de-identified patient records to more rapidly identify the underlying patterns and causes of risks and hazards associated with health service delivery
Developing information that helps policymakers, health plans, and employers close the gap between current practices and best practice in medical care
Exploring the use of administrative data to identify characteristics of inpatient hospitalizations resulting from misdiagnosis in the emergency department
Accessible Web Design
The value of data, analysis, and research is useful only to the extent that it is accessible to the audiences that need it at the time they need it. The Behavioral Health and Quality Research team develops effective dissemination techniques, including portals that:
Link public health planners, hospital associations, state agencies, and others to planning resources for quality improvement for avoidable hospitalizations
Summarize and graphically compare key indicators of healthcare quality and population disparities, displaying relative strengths, weaknesses, and opportunities for improvement
